Office of Homelessness Prevention and Intervention
The Office of Homelessness Prevention and Intervention coordinates activities and planning for providers, stakeholders, and affected citizens to ensure an efficient and effective system offering everyone access to shelter, food, employment, housing, and other basic needs and opportunities. The office does not provide direct support services but serves as an information source and assists with problem-solving and communications for difficult situations requiring multiple resources and organizations.
The Office was created in 2014 in response to the Report of the Mayor’s Commission on Homelessness.
Winter Shelter Program
Between Nov. 1, 2024, and April 1, 2025, the Office of Homelessness Prevention and Intervention is working with local supportive service agencies to coordinate a winter shelter program. This program helps to expand the seasonal emergency shelter capacity available in the community to meet the increased demand seen during the winter months.
Individuals seeking to access the Winter Shelter Program:
- Must be residents of Fayette County;
- Must be able to complete activities of daily living independently;
- Must be without access to other forms of shelter or housing.
Applications are accepted Monday through Friday (8 a.m. – 5 p.m.) by dialing 2-1-1.

Housing Stabilization Partnership Program
As Fayette County begins to rebound from the impacts of COVID-19, the Lexington-Fayette Urban County Government has established a Housing Stabilization Partnership Program to minimize trauma and crisis caused by lack of secure housing.

Cold weather is coming, and Lexington is getting prepared to help people living on the streets avoid freezing temperatures. “We work hard to ensure everyone on the streets can get inside when temperatures drop,” Mayor Linda Gorton said.
