Rate of pay

Human Resources is responsible for developing salary offers and, in this regard, studies pay rates from both an internal and external equity perspective. For positions in the unified pay plan, the rate of pay for a new classified or unclassified civil service employee with no relevant and verified qualifications beyond the classification’s minimum requirements will be the entry rate of the pay grade to which the job classification is assigned and the rate of pay for new employees whose relevant qualifications can be verified may be placed in the range according to their experience, education, and other criteria consistent with procedures set forth for salary calculation methodology within the classification and compensation system. However, the appointing authority may recommend, and the urban county council may approve, a rate of pay above the recommended rate when it is found to be difficult to recruit qualified persons at the recommended rate of pay or in recognition of the experience or exceptional qualifications of a candidate.

For positions not in the unified pay plan, the compensation shall be as provided by ordinance or budget.

On the first day of each fiscal year, all employees in the unified pay plan with a satisfactory score on their performance evaluation shall be eligible for a salary increase, provided funds are appropriated in the budget. A satisfactory score shall be a score of two (2.0) or above. When employees enter a class at the maximum amount of the grade salary or when they reach the maximum for their classification, no salary advancements shall be made.
