Justice Assistance Grant (JAG)

The Lexington-Fayette Urban County Government (LFUCG) recently received notification of available funding from the United States Justice Department under the Edward Byrne Memorial Justice Assistance Grant Program 2021 Local Solicitation. The JAG program provides local agencies with the flexibility to prioritize and place justice funds where needed. LFUCG is eligible to receive a formula amount $153,791.

Awards are made in the first fiscal year of the appropriation and may be expended during the following 3 years. Extensions beyond this period may be made on a case-by-case basis at the discretion of BJA and must be requested via the Grants Management System (GMS) no less than 30 days prior to the grant end date.

JAG funds may be used for state and local initiatives to provide additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice, including for any one or more of the following:

Law Enforcement

  • Prosecution and court programs, including indigent defense
  • Prevention and education programs
  • Corrections and Community corrections programs
  • Drug treatment and enforcement programs
  • Planning, evaluation, and technology improvement programs
  • Crime victim and witness programs (other than compensation)
  • Mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams.

Simulator for Training – The Training Section is requesting new firearms and force options/judgments simulator for training. The current simulator has been in use for over 10 years and is outdated and the company has been sold. There is no way to upgrade and customer service is non-existent. The new system has de-escalation scenarios as well 60 new scenarios each year for free as long as the system is maintained.

Face Shields for Helmets – Current face shields do not fit the tactical helmet assigned to Hazardous Devices Unit members, necessitating the issuance of 2 helmets. The purchase of different shields will result in only having one assigned helmet that fits both needs.

Polygraph Video System will be used to upgrade the current polygraph monitoring and recording system which frequently fails to record resulting in downtime and lost information. The Polygraph Unit performs approximately 500 pre-employment and criminal polygraph exams annually. Each one is required to be recorded and remotely monitored by investigators

Night Vision (HDU) – The night vision equipment will be used by the Hazardous Devices Unit when performing manual render safe procedures in low-light and no-light conditions, and for visual spotters for the operation of robot platforms when supporting tactical operations. The night vision equipment will replace the equipment that is nearing the end of service life being between 10 and 12 years old.

Electric Shock Tube Initiator – This will replace aging equipment nearing the end of service between 11 and 19 years in the Hazardous Devices Unit. Initiation of energetic render safe tools and explosive demolition charges are completed by both electric and non-electric (shock tube) initiation tools.

Nightforce Scope – NightForce NX8 1-8X24MM Scope will be issued to designated marksmen on the Emergency Response Unit. The scope would allow them to transition on a Unit activation from a position on the team to an independent marksman providing overwatch. Most marksman deployments are within 75 yards and this scope would enable the marksman to rapidly deploy or rejoin the team if needed without having to swap equipment.

Night Vision Goggles/White Phosphor (ERU) – White Phosphor night vision goggles will provide the Emergency Response Unit with a clear distinct picture and have very little depth perception issues due to the design and quality. These goggles would be used by ERU Team members during activations in low light conditions.

DARE Books – DARE books are used by the Community Services Section to teach DARE in the Fayette County Public Schools. Additional books are needed to accommodate the students for the 2021–2022 school year.

Explosive Training Aids – Explosive Training Aids are used by the Canine Unit to help with training in the detection of explosives without using substances that could potentially injure the canine or handler. The current training aids are near expiration.
