One Arrested for Wanton Endangerment, Kidnapping For a Robbery

One person has been arrested for wanton endangerment and kidnapping after a robbery that took place earlier this week on Old Todds Road.  

On December 14, 2023, at 2:10 a.m., officers were dispatched to the CVS on Old Todds Road for a robbery. During the investigation, officers learned that the suspect entered the store with a firearm and demanded narcotics. The suspect pointed the firearm at the store employees before tying them up and fleeing the store with prescription narcotics. 

Detectives were able to identify a suspect using the Real-Time Intelligence Center and Flock license plate readers. 

On December 15, 2023, Joel Houtz, 34, was arrested in Clark County with assistance from the Winchester Police Department. He is currently being held at the Clark County Detention Center on two counts of Wanton Endangerment 1st Degree, two counts of Kidnapping (Adult), and one count of Robbery 1st Degree.
